Southwestern Ontario Bridges

The Ministry of Transportation, Ontario (MTO) is completing a multi-year program to rehabilitate 38 structures and replace one structure in Southwestern Ontario. MTO retained Stantec Consulting Limited and Dillon Consulting Limited to complete the Preliminary and Detail Design and Class Environmental Assessment (EA) process.

Project Details

  • Work will be completed under 12 separate construction contracts 
  • Construction will be completed over 5 years, subject to funding and approvals, and began in 2016
  • Field investigations will determine the extent of the improvements and traffic management plans
  • The rehabilitation and replacement contracts may result in temporary delays during construction

Class Environmental Assessment Process

The structure rehabilitations and replacements are subject to Ontario’s Environmental Assessment Act and are being carried out in accordance with the requirements of the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000). Contracts in this assignment are categorized as either Group 'B' or Group 'C' under MTO's Class EA.

Group 'B' projects

Group 'B' projects include major improvements to existing infrastructure.  As part of a Group 'B' project, a Transportation Environmental Study Report (TESR) is prepared summarizing the environmental impacts and mitigation measures that will be in place during construction.  The TESR is made available for a 30-day review period, and will be posted on this website on the corresponding contract page.

Group 'C' projects

Group 'C' projects include minor improvements to existing infrastructure.  They do not require public documentation and are approved under the EA Act, subject to "screening".  The screening process includes public and agency consultation and determines the impacts of the project, measures and provisions required to prevent/mitigate adverse impacts, including monitoring requirements, during and after construction and the required approvals. A separate Environmental Screening Document (ESD) for each contract will be prepared for MTO internal use.
